It is suspected the Northern Ontario lab had used a United States source ordering the wireless technology through an interest in USA between 1980's-1990's then assembled then devices in their location's in Canada & lured in different children, teenagers & adults unsuspectingly to illegal monitor & or monitor & control

Now unfortunately due to Cypress International Biotechnology & the US Brain Initiative in terms of legal action in seeking financial damages & an effort to unman victims & re-assimilate we cannot just point fingers at Governing bodies in Government & the private sector

The process is more advanced than this & these decisions were made initially in the past while different indivisuals held different positions versus today in 2023 like between 1990's-2022

All we can do is trace sources plus responsible parties then look at overall details in economic domestic & international trade past & present plus forecasted

Multiple investment's have to be set up in a for-profit Government & private sector effort domestically & internationally through imports & exports in order to create settlement funds to pay victims that are unnamed & re-assimilated 

It is up to Governing bodies to decide if any criminal charges are laid on any one person or group involved & connected from past & going efforts 

Mistakes were made. To be realistic money can be made & investments can be crested to sustain themselves & to offer a percentage sum to victims in a lump sum loan then repayment or over time allocated through legal options in calculated damages tailored to each victims case after extensive yet fast & efficient review 

Holding anger to one country or area for the past & often on-going mistakes of some versus others those not involved is irrelevant & an incorrect practice 

The process to addressing this situation is only to review, unan carefully & safely then re-assimilate victims into safe new educated successful lives based on their life cycle of experience 

If the United States Government or other Governments had been involved with other areas of international Governments or private sectors then this has to be addressed in the same way
